中国科学院学部咨询评议项目旨在解决国家面临的重要问题提供咨询、搭建沟通渠道。2016年,焦念志教授获得两个中科院咨询评议项目——《微生物海洋学发展战略研究》和《陆海统筹水环境监测与海洋碳汇标准体系》,直面国家需求和社会公共利益。
咨询评议项目《微生物海洋学发展战略研究》由中国国家自然科学基金委和中科院共同支持。这个项目将致力于微生物海洋学在中国成立及发展。在中国学科学会成立申请通过率极低的情况下,2016年 “微生物海洋学会”正式成立,焦念志当选为理事长。
《陆海统筹水环境监测与海洋碳汇标准体系》咨询评议项目是一项重点聚焦在海碳汇过程与机制、陆海统筹海洋碳汇增汇模式及近海碳汇监测与标准等方面研究的实践性项目。焦念志指出,在水质监测中,由于测量化学需氧量(COD)过程中中使用到的强化学氧化剂的强氧化性,使得过于强调降低COD会导致水体中本来储存的碳变成CO2释放出来,并且实际情况下COD保持一定的量或维持一个平衡点,对水体没有负面影响。在海水中,溶解有机碳(DOC)还可以通过MCP原理转化为惰性溶解有机碳(RDOC)利于储碳。因此COD可被认为是一个结合水体污染指标与储碳能力的枢纽,应建立一个既利于降低水污染又不会释放出水中碳源的监测标准,而不是一味追求COD值的下降而不顾水体储碳情况。这个项目将为中国领导层提供海洋碳汇及环境保护的相关建议。
A Brief Introduction to the Chinese Academy of Sciences (CAS) consulting project on "Land-Ocean integrated strategy on marine carbon sink and environmental monitoring"
The consulting project titled "Microbial Oceanography Strategy and Development Research" is supported by both National Natural Science Foundation of China and Chinese Academy of Sciences. The main research contents of the project are (1) Microbial Oceanography scientific significance and strategic value; (2) subject development rules and characteristics of Microbial Oceanography; (3) domestic and international development of Microbial Oceanography; (4) key scientific problems of Microbial Oceanography and its important research direction; (5) suggestions for the development of Microbial Oceanography. The project analyzes in-depth the major scientific problems of Microbial Oceanography, especially the major strategic scientific issues related to China's rapid development beneficial to the people's livelihood, by the way of organizing domestic and international symposium, holding the International Academic Forum (GRC) and high-end international working group (PICES-ICES) and writing strategy research reports and in other ways, which will boost China's microbial oceanography development. The project has more than 50 participants, including scientists from earth sciences and life sciences division the Chinese Academy of Sciences, Chinese Academy of engineering, as well as China's major sea related universities and research institutions.
This research group had significant age advantage and reasonable echelon structure and its members’ professionals cover various research directions of microbial oceanography, including marine ecology, marine environment, geochemistry, marine chemistry, marine physical, etc, and thus laid solid professional foundation for systematic research of Microbial Oceanography development strategy.
The Chinese Academy of Sciences (CAS) consulting project titled "Water Environment Monitoring and the System of Standard Protocols in Ocean Carbon Sequestration" combines the experts in the field of ocean environment monitoring and carbon sequestration. Through the interdisciplinary, cross-trade discussions, it is oriented towards water environment protection, carbon sequestration increasing and marine carbon trade promotion. It aimed to establish environmental monitoring and evaluation standard system, provide the basis for the government strategy and policy, and improve China's international voice as well as initiative on climate problem. Research of land-sea water environment monitoring and ecological health standard system is one of China major national development demand. Only multidisciplinary integration creates a systemic scientific cognition, thus it is needed to bring experts and scholars in all aspects together for in-depth researches and discussions.
Taking offshore biological carbon sequestration ability as the breakthrough point, this project carries out site inspections and research on land-sea water environment monitoring and ecological health standard system by collecting and analyzing data in typical environment, such as Bohai sea, East and South China seas. The project analyzes the typical basin-offshore environmental conditions and carbon balance relations, and studies coupling relationship between environmental change and the carbon storage capacity of ocean microbial-the ocean's largest group of creature. The project also discusses potential ocean carbon sequestration scheme based on MCP and BP ecological engineering and studies a series of systematic scientific problem of "terrestrial emissions-offshore eutrophication-marine ecological disasters (red tides, hypoxia, acidification)-marine carbon sequestration-ecological/environmental engineering". The project proposes China land-sea carbon sequestration multi-dimensional monitoring system framework, and the corresponding research planning and development process; promotes of effective integration between land and ocean research strengths; makes full use of International intellectual resources of Scientific Committee on Oceanic Research (SCOR) MCP working group which is co-chaired by the project director, as well as the joint working group of the North Pacific Science Organization (PICES) and International Council for the Exploration of the Sea (ICES). The project promotes the establishment of monitoring method, technology, regulations and standards based on health evaluation index of carbon sequestration ability; proposes strategic objectives and tasks of establishing China long-term land-sea monitoring network and developing health evaluation technology system and ocean carbon trade based on carbon sequestration ability.
